WP1 – Project Management

The successful implementation of LIFE DinPin Bear depends on effective coordination across a large international partnership involving organisations from nine countries. WP1 establishes the management framework that ensures all project activities are delivered efficiently, consistently and in full compliance with the requirements of the LIFE Programme.

 

This Work Package provides the organisational, administrative and scientific foundation of the project by supporting partners with common procedures, management tools and coordination mechanisms. It also promotes transparent communication, quality assurance and timely reporting, ensuring that all technical activities contribute to the overall objectives of the project while maintaining the highest scientific and administrative standards. The work package facilitates collaboration, minimises implementation risks and enables adaptive management throughout the project lifecycle. The main objectives are to provide clear operational guidance, ensure compliance with European Commission and CINEA requirements, and guarantee the high-quality implementation of all project activities.

A common understanding of procedures and responsibilities is essential for the successful implementation of a multinational project. Task 1.1 focuses on establishing a shared management framework that enables all project partners to work efficiently from the very beginning of the project.

 

The coordination team will develop a comprehensive project management package, including administrative and financial guidelines, reporting templates, monitoring tools and a detailed implementation schedule. A central online document repository will facilitate document sharing and ensure that all partners have immediate access to the latest project resources.

 

To support a consistent implementation approach, the project will organise introductory technical, financial and administrative training sessions, allowing all beneficiaries to become familiar with LIFE Programme requirements, reporting obligations and internal project procedures. Continuous support and guidance will remain available throughout the project to ensure effective management and smooth cooperation among partners.

Task 1.2 ensures the efficient coordination and day-to-day management of LIFE DinPin Bear throughout its entire implementation period. Given the scale and geographical scope of the project, a robust governance structure is essential for maintaining effective communication, supporting decision-making and ensuring that all activities are delivered according to schedule and within budget.

 

The project will establish several specialised coordination bodies, including the Core Coordination Team, the Scientific Coordination Team, the Financial and Administrative Coordination Team, and the Communication Working Group. Together, these groups will oversee technical implementation, financial management, scientific quality, reporting procedures and communication activities across all participating countries.

 

Regular coordination meetings, an initial project kick-off meeting, continuous progress monitoring and proactive problem-solving mechanisms will support efficient collaboration among partners while ensuring full compliance with the LIFE Programme requirements and the Grant Agreement.

Scientific excellence is a key principle of LIFE DinPin Bear. Task 1.3 establishes the project’s scientific governance through the creation of an international Scientific Committee composed of experts representing all participating countries and the Coordinating Beneficiary.

 

The Scientific Committee will provide methodological guidance, review scientific approaches and support partners in addressing technical challenges throughout project implementation. It will also contribute to the quality assurance of project deliverables and reports, ensuring that all outputs meet high scientific standards and are consistent with internationally recognised best practices for brown bear conservation.

 

By facilitating scientific cooperation across countries and disciplines, the Committee will strengthen the evidence base of the project and support informed decision-making for the long-term conservation of the Dinaric-Pindos brown bear population.

WP1 establishes the project’s management framework through several key milestones, including the kick-off meeting, the establishment of the coordination structure, the development of the project administration package, the delivery of financial and administrative training, and the launch of the Scientific Committee. The work package also delivers the Partnership/Consortium Agreements and the Operating Rules of the Scientific Committee, providing the governance framework for the entire project.

WP2 – Setting the Basis for Conserving Genetic and Geographic Connectivit

Maintaining ecological connectivity is fundamental to the long-term survival of the Dinaric-Pindos brown bear population. As human activities continue to fragment natural habitats, ensuring that bears can move freely across landscapes and national borders becomes increasingly important for preserving healthy populations and genetic diversity.

 

WP2 provides the scientific foundation for conservation planning by combining habitat suitability analyses, genetic monitoring, telemetry and spatial modelling. Through coordinated research across the entire project area, the work package will identify priority ecological corridors, evaluate habitat fragmentation, assess population connectivity and propose practical mitigation measures that can be incorporated into national and regional planning. The knowledge generated through WP2 will support evidence-based decision-making and establish a common scientific framework for population-level bear conservation throughout the Dinaric-Pindos region.

Understanding how bears move across the landscape is essential for protecting the ecological connections that sustain viable populations. Task 2.1 focuses on identifying the most important habitat areas and ecological corridors that allow bears to disperse, reproduce and maintain genetic exchange across the Dinaric-Pindos region.

 

Building on previous international research, the project will combine updated landscape information, infrastructure data and expert knowledge from all participating countries to produce comprehensive habitat suitability and connectivity analyses. Existing critical connectivity areas will be reviewed, new priority areas will be identified, and field assessments will validate the modelling results. The findings will provide the scientific basis for future conservation actions and will support the protection of ecological corridors threatened by infrastructure development and landscape fragmentation.

Reliable conservation planning requires a clear understanding of population size, genetic diversity and population structure. Task 2.2 establishes a harmonised genetic monitoring programme across the Dinaric-Pindos region using state-of-the-art molecular techniques and coordinated field sampling.

 

Non-invasive genetic samples will be collected through extensive collaboration with governmental organisations, researchers, hunters, volunteers and local communities, creating one of the largest coordinated genetic monitoring efforts ever undertaken for this bear population. The resulting analyses will improve estimates of population size, identify management units, evaluate gene flow and strengthen long-term monitoring capacity. By applying common methodologies across countries, the project will create a shared scientific reference for future population-level management and conservation.

While genetic monitoring provides information on long-term connectivity, telemetry offers detailed insight into the daily movements and habitat use of individual bears. Task 2.3 combines existing GPS telemetry datasets with new field monitoring to investigate bear movements through key transboundary and fragmented landscapes.

 

Selected bears will be fitted with GPS collars in priority areas where additional information is needed. Their movements will be analysed using advanced spatial modelling techniques to identify ecological bottlenecks, evaluate habitat functionality and determine where connectivity is most at risk. The results will complement habitat suitability and genetic analyses, providing high-resolution information that supports targeted conservation measures and cross-border management decisions.

Scientific knowledge can only lead to effective conservation if it is translated into practical action. Task 2.4 ensures that the findings generated throughout WP2 are integrated into regional and national planning processes through close cooperation with competent authorities and relevant stakeholders.

 

National workshops will be organised to present the results of connectivity assessments, discuss conservation priorities and identify practical mitigation measures for protecting ecological corridors. Based on scientific analyses and local expertise, the project will develop technical guidelines proposing actions such as habitat restoration, wildlife crossing structures and improved spatial planning. These recommendations will support the incorporation of ecological connectivity into strategic planning documents and contribute to the long-term conservation of the Dinaric-Pindos brown bear population.

WP2 will deliver several key scientific outputs, including the completion of large-scale genetic sampling, GPS monitoring of bears in priority areas and field verification of critical connectivity areas. The work package will also produce technical guidelines on habitat suitability and ecological connectivity, preliminary and final reports on population status and genetic structure, and an evaluation of the effectiveness of implemented connectivity measures. Together, these outputs will establish the scientific basis for future conservation planning across the Dinaric-Pindos region.

WP3 – Decrease of Human-Bear Conflicts and Promotion of Coexistence

Living alongside large carnivores is one of the greatest conservation challenges in Europe. As brown bear populations recover and expand, interactions with people become more frequent, increasing the need for effective conflict prevention and long-term coexistence strategies.

 

WP3 focuses on practical solutions that reduce human-bear conflicts while strengthening public support for brown bear conservation. Through improved damage prevention, rapid response mechanisms, innovative community initiatives and sustainable local economies, the project aims to demonstrate that people and bears can successfully share the same landscape. By combining scientific knowledge with local experience and stakeholder participation, WP3 will help transform conflict into cooperation and create lasting benefits for both nature and rural communities.

Effective conflict management begins with understanding where, why and how conflicts occur. Task 3.1 will compile and analyse information on human-bear conflict incidents across all participating countries, creating the first harmonised overview of conflict patterns within the Dinaric-Pindos population.

 

The analysis will combine existing national databases with information collected through questionnaires, expert consultations and field surveys, particularly in countries where systematic records are limited. By identifying conflict hotspots, the most common damage types and regional differences, the project will establish a solid evidence base for planning future prevention measures, improving Bear Intervention Team operations and supporting the development of Bear Smart Communities.

Preventing damage is one of the most effective ways to improve coexistence between people and bears. Task 3.2 combines practical field interventions with policy recommendations by identifying successful prevention measures and implementing them in the areas most affected by conflicts.

 

Working closely with farmers, beekeepers, livestock owners and local authorities, the project will evaluate existing practices, exchange knowledge between countries and install proven prevention measures such as electric fences, livestock guarding dogs, improved night enclosures and other locally adapted solutions. At the same time, the project will review national compensation systems and develop recommendations to improve their effectiveness, fairness and consistency across the region. More than 120 farms are expected to benefit directly from these actions, providing practical demonstrations of successful coexistence measures.

When conflict situations arise, rapid and coordinated action is essential. Task 3.3 strengthens the operation of Bear Intervention Teams (BITs), specialised groups trained to respond to incidents involving bears while ensuring the safety of both people and wildlife.

 

Building on successful experiences from previous LIFE projects, existing teams will continue their work while new teams will be established and supported in countries where such mechanisms do not yet exist. The intervention teams will respond to incidents such as bear damage, bears entering settlements, habituated individuals or emergency situations requiring immediate action. By combining prevention measures, deterrence techniques and expert guidance, BITs will reduce conflicts, discourage illegal killings and increase public confidence in wildlife management.

Long-term coexistence depends on active participation by local communities. Task 3.4 introduces the Bear Smart Community concept across the Dinaric-Pindos region, encouraging municipalities, local organisations, businesses and residents to work together in preventing conflicts with bears.

 

Each Bear Smart Community will develop locally adapted management measures, establish cooperation agreements among stakeholders and promote practical actions that reduce access to anthropogenic food sources, improve waste management and encourage responsible behaviour. The initiative builds upon successful experiences from previous LIFE projects and will demonstrate how community-based conservation can strengthen coexistence while fostering local ownership of wildlife conservation efforts.

Brown bears are not only an important part of Europe’s natural heritage but can also provide opportunities for sustainable local development. Task 3.5 supports nature-based businesses that benefit from the presence of bears while actively contributing to their conservation.

 

The project will promote responsible wildlife tourism, bear watching, nature interpretation, local products and other “bear-friendly” economic initiatives. A new Bear Friendly labelling system will recognise businesses and producers that adopt practices supporting coexistence, while dedicated capacity-building programmes will help local entrepreneurs develop sustainable products and services. Through these initiatives, the project seeks to demonstrate that successful conservation can generate tangible economic benefits for rural communities and strengthen positive attitudes towards bears.

WP3 will produce both practical conservation outcomes and policy recommendations. Key milestones include the first implementation of damage prevention measures, the operation of Bear Intervention Teams and the establishment of the first Bear Smart Community through a formal Memorandum of Understanding. The work package will also deliver recommendations for improving compensation schemes, a best practice guide on damage prevention and guidelines for implementing the Bear Friendly labelling system, creating valuable tools that can be replicated throughout the Dinaric-Pindos region and beyond.

WP4 – Aligning Transnational Management through Transfer of Knowledge and Capacity Building

The conservation of the Dinaric-Pindos brown bear population requires more than local actions. Because bears move freely across national borders, their long-term conservation depends on coordinated management, shared scientific standards and strong cooperation among responsible authorities.

 

WP4 establishes the legal, institutional and technical framework needed to harmonise bear management across the project area. By developing common management guidelines, standardising monitoring protocols, strengthening Bear Intervention Teams and building the capacity of professionals involved in wildlife management and law enforcement, this Work Package lays the foundation for a coordinated, population-level approach to brown bear conservation throughout the Dinaric-Pindos region.

Effective conservation requires a common vision that extends beyond national borders. Task 4.1 will develop shared population-level management guidelines for the entire Dinaric-Pindos brown bear population, ensuring that management decisions are based on common principles rather than isolated national approaches.

 

The guidelines will build upon European recommendations and the experience gained from previous LIFE projects, providing practical guidance for responsible authorities in all participating countries. They will define common priorities, facilitate cross-border cooperation and support future policy development by promoting coordinated management of this transboundary bear population.

Reliable monitoring is essential for informed conservation decisions. Task 4.2 will harmonise genetic, health and population monitoring methodologies across all project countries, allowing data collected by different organisations to be directly comparable.

 

The project will establish common protocols for genetic sampling, laboratory analyses, health assessments and complementary monitoring techniques such as camera trapping, field observations and mortality investigations. Through specialised training and collaborative implementation, partners will strengthen their technical capacities while creating a long-term monitoring framework that can also be applied beyond the project area.

Task 4.3 translates the common management vision into practical national strategies. New Bear Management Plans will be developed where they do not yet exist, while existing plans will be updated to incorporate the principles of population-level management and harmonised monitoring.

 

The preparation of these plans will involve governmental authorities, scientists, stakeholders and local communities through workshops, consultations and public participation processes. By strengthening the legal basis for bear conservation, the project will help participating countries align their management practices with international standards while supporting future policy implementation and regional cooperation.

Rapid response is a cornerstone of effective human-bear conflict management. Task 4.4 expands the network of Bear Intervention Teams (BITs) by strengthening existing teams and establishing new operational units in countries where they do not yet exist.

 

Drawing upon the experience of previous LIFE projects, the project will harmonise intervention protocols, provide specialised equipment and deliver practical training for wildlife professionals, veterinarians, foresters and other competent authorities. These teams will be prepared to respond to a wide range of situations, including habituated bears, repeated livestock damage, injured animals, orphaned cubs, illegal killings and emergency incidents affecting public safety. Their operation will significantly improve conflict response capacity while increasing public confidence in wildlife management.

Illegal killing remains one of the most significant threats to brown bear conservation. Task 4.5 focuses on strengthening the knowledge and operational capacity of professionals responsible for preventing, investigating and responding to wildlife crime.

 

The project will organise specialised training programmes in collaboration with the Wildlife Crime Academy, enhance forensic investigation capacities and promote knowledge transfer among governmental authorities, enforcement agencies and conservation organisations. New investigation protocols, laboratory capabilities and training materials will support more effective detection of wildlife crimes while strengthening cooperation between conservation and law enforcement institutions across the region.

WP4 will establish the institutional foundations for long-term bear conservation through a series of strategic outputs. These include shared monitoring guidelines, transnational population-level management guidelines and updated or newly developed Bear Management Plans for participating countries. Additional outcomes include trained Bear Intervention Teams, harmonised monitoring procedures and strengthened capacities for preventing illegal killing, creating a lasting legacy that will continue to support coordinated bear conservation well beyond the lifetime of the project.

WP5 – Stakeholder Engagement

Successful conservation depends on people. Long-term protection of the Dinaric-Pindos brown bear can only be achieved through active participation, collaboration and trust among local communities, public authorities, researchers, NGOs and other key stakeholders.

 

WP5 promotes an inclusive and participatory approach to bear conservation by strengthening cooperation across sectors and national borders. Through stakeholder engagement, citizen science initiatives and transboundary participatory processes, the project creates opportunities for people to actively contribute to conservation while ensuring that local knowledge, concerns and expectations are integrated into future management decisions. This collaborative approach will help build stronger partnerships and foster a shared responsibility for the conservation of the Dinaric-Pindos brown bear population.

Understanding the needs and expectations of stakeholders is essential for developing effective conservation policies. Task 5.1 establishes a structured dialogue with organisations and institutions involved in brown bear conservation across the project area.

 

Through interviews with key stakeholders, the project will identify common priorities, challenges and opportunities for improving transnational cooperation. At the same time, LIFE DinPin Bear will strengthen collaboration with the Dinaric-Balkan-Pindos Large Carnivore Platform and other relevant national and European initiatives by organising joint meetings, workshops and knowledge exchange activities. These actions will ensure that the experience and results of the project contribute directly to broader conservation policies and governance processes across the region.

Citizen science offers an effective way to combine scientific research with public participation. Task 5.2 actively involves hunters, foresters, protected area staff, local communities and other volunteers in field activities that contribute directly to the conservation of brown bears.

 

Participants will support activities such as non-invasive genetic sampling, habitat assessments and connectivity monitoring while receiving training, information and continuous feedback on their contribution. Meetings, workshops, educational events and targeted publications will further strengthen cooperation with stakeholder organisations, encouraging long-term participation and increasing awareness of the ecological importance of the Dinaric-Pindos brown bear population. Approximately 1,000 volunteers are expected to participate in project activities across the region.

Many of the challenges affecting brown bears extend beyond national borders and require coordinated solutions. Task 5.3 establishes participatory conservation processes in key transboundary hotspot areas where cooperation between neighbouring countries is essential.

 

The project will identify priority cross-border regions, bring together local communities, governmental authorities, scientists, NGOs and other stakeholders, and facilitate structured dialogue through workshops, collaborative planning and participatory decision-making methods. These processes will support the development of locally adapted conservation actions while strengthening cooperation, improving communication and promoting a common approach to brown bear management across the Dinaric-Pindos region.

WP5 will create a strong framework for stakeholder participation and collaborative governance. Key outputs include a regional assessment of stakeholder needs, strengthened cooperation with the Dinaric-Balkan-Pindos Large Carnivore Platform, practical guidelines for citizen science and participatory conservation processes, and long-term cooperation mechanisms for priority transboundary areas. Together, these outcomes will ensure that local communities and stakeholders remain active partners in brown bear conservation well beyond the duration of the project.

WP6 – Communication and Public Awareness Raising

Conserving the Dinaric-Pindos brown bear is not only about scientific research and conservation actions—it is also about building understanding, trust and support among people.

 

WP6 ensures that the knowledge, achievements and experiences of LIFE DinPin Bear reach local communities, stakeholders, decision-makers and the wider public. Through a comprehensive communication strategy, educational initiatives, public awareness campaigns and international networking, the project will promote the importance of brown bear conservation while encouraging responsible coexistence between people and wildlife. By combining modern communication tools with hands-on educational activities, WP6 aims to create a lasting conservation legacy that extends well beyond the duration of the project.

A strong and consistent communication approach is essential for a project implemented across multiple countries and organisations. Task 6.1 establishes the communication framework that will guide all outreach activities throughout the lifetime of LIFE DinPin Bear.

 

A Communication Working Group (CWG), comprising representatives from all project partners, will be established to jointly develop the project’s Communication Strategy. The strategy will define key messages, target audiences, communication channels, and guidelines for media relations, website management, social media, public events, and dissemination activities. At the same time, the project will develop a distinctive visual identity, including its logo and branding materials, ensuring a consistent and recognisable image across all communication products and participating countries.

Task 6.2 transforms the communication strategy into practical actions that engage citizens and promote awareness of brown bear conservation throughout the Dinaric-Pindos region.

 

The project will develop a wide range of communication materials, including information boards, brochures, leaflets, promotional items, TV and radio spots, and the project’s Layman’s Report. A dedicated website and social media channels will serve as the main platforms for sharing project news, results and educational resources, while press activities and public events will increase visibility at local, national and international levels. In parallel, information campaigns focusing on human-bear coexistence will provide practical guidance for local communities, livestock breeders, beekeepers and other stakeholders living in bear habitats, helping to reduce conflicts and strengthen positive attitudes towards wildlife conservation.

Inspiring future generations is a key investment in long-term conservation. Task 6.3 develops engaging educational resources that help children, teachers and families better understand brown bears, their ecological role and the importance of coexistence.

 

The project will produce a series of innovative educational tools, including a board game, educational guides, student leaflets and outdoor activity boxes designed for schools and environmental education centres. These materials will be complemented by field trips, educational workshops, public events and participatory activities that encourage experiential learning and direct contact with nature. By combining science, creativity and outdoor education, the project aims to foster environmental awareness and promote positive attitudes towards brown bear conservation among young people across the region.

Collaboration and knowledge exchange are essential for improving conservation practices beyond the boundaries of a single project. Task 6.4 strengthens cooperation among conservation organisations, research institutions, LIFE projects and international networks working on large carnivore conservation.

 

The project will actively exchange experiences with other European initiatives, organise study visits and contribute to international cooperation on bear conservation and human-wildlife coexistence. The work package will culminate in an International Conference bringing together scientists, practitioners, public authorities and stakeholders to present the project’s achievements, discuss lessons learned and explore future opportunities for collaboration. In addition, LIFE DinPin Bear will support the organisation of the International Association for Bear Research and Management (IBA) Conference, further strengthening the project’s international visibility and promoting the Dinaric-Pindos region as a centre of excellence for brown bear conservation.

WP6 will deliver an integrated communication and education programme that supports the visibility and long-term impact of LIFE DinPin Bear. Major outputs include the project’s communication strategy and visual identity, a multilingual communication package, educational resources for schools and communities, awareness campaigns, the Layman’s Report, networking activities with other LIFE projects and an international conference showcasing the project’s achievements and promoting future collaboration.

WP7 – Sustainability, Replication & Exploitation

The impact of LIFE DinPin Bear extends beyond the implementation of its technical activities. WP7 ensures that the project’s knowledge, tools and best practices continue to generate value long after the project has ended by promoting their replication, wider adoption and long-term sustainability.

 

Through cooperation with public authorities, conservation organisations, research institutions and other LIFE projects, the work package will encourage the transfer of successful approaches to new geographical areas and policy sectors. It will also establish a clear After-LIFE strategy, ensuring that the project’s achievements remain active, accessible and beneficial for future conservation initiatives across the Dinaric-Pindos region and beyond.

Successful conservation approaches should not remain limited to a single project. Task 7.1 focuses on promoting the transfer and wider adoption of the methods, tools and management approaches developed through LIFE DinPin Bear.

 

The project will identify organisations, authorities and conservation practitioners interested in applying its best practices, including habitat connectivity analyses, genetic monitoring methods, Bear Intervention Teams, damage prevention measures and stakeholder engagement approaches. National seminars and an international dissemination meeting will facilitate knowledge exchange, while a dedicated Replication and Exploitation Action Plan will identify opportunities, funding sources and practical pathways for transferring project results to new regions and future conservation initiatives. By supporting interested organisations in adopting proven solutions, the project will maximise its long-term European impact.

The benefits of LIFE DinPin Bear extend beyond brown bear conservation. Task 7.2 promotes the integration of project results into broader European and national policy frameworks, ensuring that conservation actions contribute to multiple environmental and societal objectives.

 

Building on the governance work carried out in previous Work Packages, the project will engage authorities responsible for agriculture, forestry, biodiversity, environmental crime prevention and conflict mediation. Through dedicated meetings and stakeholder dialogue, LIFE DinPin Bear will demonstrate how its activities can support policy implementation in areas such as the Common Agricultural Policy (CAP), the EU Forest Strategy, environmental crime prevention and the One Health approach. This cross-sectoral cooperation will increase the project’s policy relevance and strengthen the integration of nature conservation into wider decision-making processes.

Ensuring continuity beyond the funding period is a key objective of LIFE projects. Task 7.3 develops a comprehensive After-LIFE and Exploitation Plan that defines how the project’s activities, tools and partnerships will continue after project completion.

 

During the final year of implementation, project partners will jointly assess which actions require long-term continuation and identify the organisations, resources and mechanisms needed to sustain them. The plan will also define how project outputs—such as management guidelines, monitoring protocols, educational resources and technical reports—can continue to be used by public authorities, conservation organisations and future projects. By providing a practical roadmap for future implementation, the After-LIFE Plan will ensure that LIFE DinPin Bear continues to support coordinated brown bear conservation well beyond the project’s official lifetime.

WP7 will establish the foundations for the long-term legacy of LIFE DinPin Bear by promoting the replication of successful conservation actions, encouraging the uptake of project outputs by other organisations and strengthening links with European policies and initiatives. Key results include the Replication and Exploitation Action Plan, an international dissemination meeting, the identification of future replication opportunities and a comprehensive After-LIFE Plan that ensures the continued implementation and use of the project’s knowledge, tools and best practices after project completion.

WP8 – Impact Monitoring & Evaluation

Effective conservation requires more than implementing actions—it requires measuring their impact. WP8 establishes a comprehensive monitoring and evaluation framework that assesses the effectiveness of the project’s activities throughout its implementation.

 

By tracking ecological, social and management indicators, the project will evaluate whether its interventions are achieving the intended results and provide evidence for adaptive management whenever improvements are needed. This continuous assessment will ensure that LIFE DinPin Bear delivers measurable conservation outcomes while providing valuable knowledge for future large carnivore conservation initiatives across Europe.

Maintaining habitat connectivity is one of the project’s core conservation objectives. Task 8.1 evaluates how effectively the recommendations developed under WP2 are incorporated into planning processes and conservation practice.

 

The project will monitor the implementation of habitat connectivity guidelines, assess their adoption by competent authorities and evaluate their contribution to reducing habitat fragmentation in priority areas. Both quantitative and qualitative indicators will be used to measure progress, allowing partners to identify successful approaches and improve future conservation planning where necessary.

Reducing conflicts between people and bears is a central objective of LIFE DinPin Bear. Task 8.2 evaluates the effectiveness of the conflict prevention measures implemented under WP3 through a structured monitoring programme.

 

The project will analyse trends in damage cases, assess the performance of preventive measures such as electric fencing, and evaluate the effectiveness of Bear Intervention Teams using both field observations and quantitative indicators. Camera traps, field surveys and national damage databases will provide valuable information on changes in bear behaviour, the success of aversive conditioning techniques and the overall reduction of conflict incidents. The results will help improve future conflict management strategies across the Dinaric-Pindos region.

Promoting sustainable local economies is an important component of coexistence. Task 8.3 assesses the impact of the project’s Bear Friendly initiatives and Bear Smart Community activities by monitoring their implementation and long-term benefits.

 

Indicators such as the number of participating countries, certified businesses, training activities, local enterprises and landscape business plans will be monitored throughout the project. Surveys and interviews with participating businesses and communities will provide additional information on the effectiveness of these initiatives, helping demonstrate how conservation can support sustainable rural development and local livelihoods.

Long-term conservation depends on active stakeholder participation and continuous capacity building. Task 8.4 evaluates how effectively these activities influence knowledge, attitudes and cooperation among project participants.

 

Through questionnaires, workshops and stakeholder consultations, the project will monitor participation in citizen science activities, transboundary cooperation processes and specialised training programmes. The collected information will help identify changes in stakeholder perceptions, assess the effectiveness of engagement activities and support adaptive improvements whenever barriers or challenges are identified. This monitoring process will strengthen the project’s social impact while contributing to more effective collaborative conservation approaches.

Task 8.5 provides the overall monitoring framework for the implementation of LIFE DinPin Bear. It ensures that project activities remain aligned with the approved work plan, timetable and financial framework while supporting timely decision-making throughout the project.

 

Progress will be monitored through regular coordination meetings, quarterly technical and financial progress reporting, detailed implementation schedules and the continuous monitoring of LIFE Key Performance Indicators (KPIs). By comparing planned and achieved results throughout the project, the consortium will be able to identify potential deviations at an early stage, implement corrective measures where necessary and ensure that the project delivers its expected environmental and conservation impacts.

WP8 will provide a comprehensive assessment of the environmental, social and management impacts of LIFE DinPin Bear. Through continuous monitoring of habitat connectivity, conflict prevention measures, sustainable economic initiatives, stakeholder participation and overall project performance, the work package will generate reliable evidence on the effectiveness of project actions. These findings will support adaptive management during implementation, improve accountability, contribute to the reporting of LIFE Key Performance Indicators and provide valuable lessons for future conservation initiatives across Europe.
